It's more a matter of being a good member of a forum, and one that we think will benefit the rest of the forum by being a mod. Generally, the final decision on mods is Pat's - but we all have a good amount of input.
Also - it depends on whether we really NEED them. Like right now, it's not really necessary to have more mods or mini-mods since the forum handles itself pretty well.
The current admins were selected by L/Shidi, though I think I'm the only one not directly upgraded from mod to admin by her.

You're all very lucky to be a mod or admin because I suppose it's like being in charge of the forum. I'd love to be someone high up and who people look up to whether it be Neopets or real life.
