Personally I think we can use magic for pretty much everything where technology is outlawed. Security system? Warding spells. There's plenty of magic lying around Neopia... just think, there could even be shops set up for nothing but spells.
Here's another alternative for transportation: Sabreur hanglides off of Infernus. So... pets flying people around instead of airplanes.

Okay, one more question: In a story I plan to start soon, a character breaks into a bank. Since it's a bank, I assume it would have a security system. But, with the new rules, does this mean that I can have nothing more than a bucket of water on a door, some jingling bells, and a tripwire? Or is there room for me to write something mroe hi-tech? Well, since there is the High-tech security option on NeoHomes this should be fine.

Ummm...I don't really mean to be rude, but this isn't really the place to be asking those types of questions. If you want to know, type in your username at the NT search engine and if your story comes up, your in.
Also, if you really feel the need, you can E-mail Snowflake (or Felicia...I never know which to use in reference) and ask.
Snowflake (Felicia?) is being quite kind in doing such a thing as this for us. I doubt she appreciates being bugged by specifically who's story is in and who's isn't. Not to mention that with all the entries she gets, she can't possibly remember such details as that.

For TV there could be a Jhudora's Crystal Ball in every Neohome-- it would show things going on clear across Neopia...
For Telephone/Telegram/Mail-- Special One-Second Neomail Parcel Delivery and Mail Service (it costs extra though)
For Air Travel there could be the Eyrie Air Freight Service and Eyrie Airlines-- they are the biggest pets in Neopia-- some as big as six feet tall-- large enough to carry humans.

Yeah, but if you notice all the companies like this are bankrupt. Erm, I think I need to start selling my shares of Cybun Electromatics, Nakron, and BOOM! Boom boxes! It sounds like companies like these are not long for Neopia...
