Is it still only +1 for 1 damage attacks and having no effect on 0-damage attacks? Otherwise it makes it worse at low power. >.>

Yes, the elemental advantages section has been modified and its all official.  Nope. Only one event card per turn unless you have a special ability/requirement that allows it. Another UpdateThe How to Win section of the Gameplay tutorial has been updated with information about prolonged duels and the forfeit condition.

Aww. No more Event combos. D: It's kind of restricting, though. I mean, usually decks don't have a lot of Event cards, and I was thinking it'd be even riskier for them to use more than one in a single turn. Any reason why this rule is set up?

To restrict the power of the players. I mean, look at elemental advantages. We had to nerf them to prevent OHKOs and same goes with the events. Scar and I discussed it and both (eventually) agreed that it'd be for the best, just in case. People can makedo with one event per turn.

how much is a draw worth? I don't remember for sure, but in the 2nd edition I -think- it was 20 Shinies each. But someone who knows better, go ahead and correct me. ^^

What is this "4 damage"? Is it an additional damage for the Light card?
Also, if poison takes effect on the same turn it was inflicted, does that mean the target takes damage immediately after poison was inflicted?
