So this just came up in another thread (from me) and I realized that we didn't really have an answer.
How many submissions can/should we have submitted/held over at once?
Also, does this count change depending on the submission type (Writing vs. Comics)?

I imagine it's your own sense of judgement/courtesy towards Droplet.
Submitting a few short stories or comics is fine, a single series, fine, but anymore than that and I think it's slowing down the system - that's just how I feel though.
I don't believe there is an official limit, but clogging up the system is probably not helpful, and a little thoughtless. *shrugs* If there was a hard and fast limit, I'm sure it wouldn't be written somewhere. My personal feelings are that when one is held over, it's okay to submit another, since the held overs, I assume, are not in the same system/part of the system as the unprocessed submissions. Just be sensible about it.
How many are you looking to submit, anyway?

Well, my argument here is that if the NT editors were worried about over filling the system, why do they not put a limit on the number of submissions one can submit at any time or how many hold overs they have. For example the new system might say, "You have submitted 3/3 entries, please wait until one has been published to submit more." If that makes sense.

One thing to note is that you're supposed to submit a series all at once, which means you potentially have 12 submissions of up to 50k each (although nobody has even gotten close to that volume). I'm pretty sure it'd work the same way for comics, article series, etc. but isn't required in the same way continued series are.
However, if they're all unrelated and you therefore don't have anything like a story arc or subplot to worry about, probably best to limit it to 4-5 in the pool at most, but that's just a guess off the top of my head.
