Hi. Not sure if I was supposed to post this in "Problems Thread Issue 500 and up." If so, I'm sorry. My question is, is it probable to get a comic accepted that doesn't deal with 600th issue? Or if I add "Happy 600th Issue" at the end when the comic doesn't relate to it, will that increase the chances? And is it too late to start submitting or when should I submit? 3 weeks ahead? 4?

Probable, yes. That's how I got my second ever comic published: sent it in not even thinking about special issues and it happened to land in issue 200. If you're shooting for a special issue, it's more likely to get in that specific one if you specify that it's for that issue, but then it's also more likely to get in if it deals specifically with the issue, since those would get first priority.
4 weeks ahead is generally a pretty accurate shot. If you submitted now, it'd likely get into issue 590 or so.
