It's pretty simple. Everyone is either an elf or a katrutaga (human with either fire or water for hair, depending on your gender), and is the age of eighteen. Everyone must get a Dragon and raise it on their own and with others, but inspectors will come every now and then to make sure your dragon is happy. If it's not, it'll be taken away from you forever. ;D I came up with the idea last night. Plots along the way.
