"Sign," she commanded Ruevian. "After she's done, you sign. You'll be her Watcher."
I groaned. I had to be her Watcher.

Ruevian blinked and immediatly scowled. "Excuse me...watcher?" Turning to the zafara, she sneered. "Care to elaborate for those of us not familiar with your facist organization?"

"The permits are newly developed to restrict the amount of magic used in Neopia, to help create some sort of balance between the elements," I admitted grudgingly. "Pets of certain elements are only allowed a certain amount of their magic to be used on any given day. In order to make sure that the pets don't use their magic past the amount their permits indicate, a Watcher is assigned, usually the Seeker who tracked them down in the first place," I told her, signing my section. "Looks like you're only allowed to do three Farins a day, max. That's about enough to make a ball of darkness the size of your head," I told her, checking over the terms of her permit, then the chart that indicated how many of each element were recorded. "If someone else signs on to Light, you'll most likely be able to advance to five Farins a day, with all the other members of the elements. Just hope that no one else signs for Dark, or you'll be doing two, maybe one."
