The problem comes with the difference in gambling laws between countries, and this can easily be worked around. Many internet companies make profit by running sweepstakes that are not legally classed as sweepstakes, and so bypass most gambling laws.
A modified form of the Expellibox would qualify on Neopets, I should think.

I don't presume to understand the laws in other countries, but Neopets is owned by a multi-million dollar corporation. They have smart people working for them. I think it would be safe to assume that those employees evaluated the situation, looked at possible alternatives, and picked one that would be cost-effective and still beneficial to the users.

XD No, they've picked the one that'll help NC Card sales. The sweepstakes is there to give users a free taste of the NC Cards, and hopefully make them go back and buy more. I understand completely why they've done it, it'd just be nice to see paypal players rewarded once in a while  |

And they aren't being anti-Paypal. I pay for my NC through Paypal. They're just making this one specific to Americans, which like I said, is probably the result of analyzing alternative ways of holding the giveaway and picking the one that will benefit both them and users. You mean from the transfer of the American dollar to the American dollar?  |

I was happy when I saw that on the News. =D However, its not as grand as the US one. Grand Prize Winners get a $25 NC Card, and 200 other winners get a $10 card. Still, it's nice. x3 I hope I can get one because I go through NC like crazy. XD

I've never really had the chance to buy a cash card, the one time I saw one I didn't have any money on me. (And when I went back to the store I couldn't find them. Go figure.)
So, yeah. It says you can enter every day so I'm going to do exactly that. x3
