In the sentence 'the state senate's subcommittee did something', should 'senate' be capitalized? Why or why not? (I'm not sure... )

Ummm.....well, if it's The state senate, then I think it'd be a proper noun. In my opinion, I think it would be the State Senate.

I checked this out by visiting several state Senate websites.
All words are capitalized, as follows when refering to a particular state's Senate: Washington State Senate , Texas State Senate, the US Senate .
Otherwise, only the word Senate is capitalized, as in:
All states have a Senate. A state Senate is a very important govermental function. Etc.
