My friend made a picture for my peophin and I want to enter it in the BC, but everytime when i try to get a new size for it, either it's still to big or the whole picture can't fit on the new size. Theres this CD where you can get a picture from anywhere on your computer and tamper with it, yes, even change size!

I don't think you can use other people's pictures in the BC, though, even if they give permission.  |

Maybe. Maybe not. Although, maybe just a little more not because they might think that since the credit goe to the neopet, and not the artists, (well, you know what I mean) that it might not be fair.

If you have their permission, I belive it's okay...
90% of the first place in the whole contest are usualy gifts, and I haven't see those people in trouble...
