Wow, I haven't played that game in years...... *reminisces on old times*
Just put the thing to sleep, or something like that... *shrugs* It's been years since I've played.

I just like to waste them I guess... ;D

Use scary face and it won't run away. Listen to her, and use fast balls.

Mean Look won't work. They'll just use roar to run anyway. Best strategy is to use spore that has a 100% chance of sleep, then something like false swipe.
Pokédex is useful for tracking them though, but they randomly move when you fly, and move one route over when you move into a route, and sometimes move for no apparent reason.

I heard they moved whenever you entered a new city or route. I don't know. I haven't caught any of them yet, but I get all of this by my game guide . . .

They do move when you walk/bike into a new route, but only up one route or down one route. Flying to a city randomizes them again or it would be a bit easy. I managed to catch them after a long time. Whatever you do don't mean look/spider web them or they'll use roar and run anyway. *thinks they were given roar just for that reason* EDIT:Game guides don't tell you all this technical stuff about movement. For one thing they mention nothing about IV's and Ev's, but those are only important if you want better stats, and become more important in RuSa.

Hang out in the grass below Ecruteak City (I noticed that the dogs tend to go there a lot) and bring with you a pet that knows a move like Scary Face, Wrap, Whirlpool, or Hypnosis (I bred a Persian that knew Hypnosis to achieve this one, because Persians have high speed and can attack first). If you know that Box Trick thing and still have your Master Ball, you can duplicate it to catch Raikou (that's what I did) or use a Fast Ball.
Good luck in catching Raikou! He's really not all that great, but a nice Pokemon to have.
