I was wondering how often we should send our things in. Also when is a good time to send them in?

I usually submit them on Monday morning, or right after school. You only need to submit once, unless you don't get the form mail on your first submission that day.

Monday afternoon/evening or before is a good time if you want to be guaranteed to get in the next issue if your piece is accepted. But really, any time is perfectly fine.
Like Battlesunn said, you don't need to send the same thing again unless you don't get the auto-response and want to be sure it gets to them. If about three weeks pass and your story/article doesn't get in, that's a good time to revise and try sending it again.
EDIT: I suppose that three weeks thing will not really apply once the rejection/acceptance letters get in motion, but I'm just so used to saying it...

So if we don't get the auto response then it didn;t go? I vary rarely get an auto response. I've gotten maybe a couple for what I sent in.
is this a bad thing?

If you send your stuff to neopiantimes@neopets.com, you're supposed to get an auto-response. However, there are some people who use that address that never or rarely get the auto-response for some strange reason and their stuff still gets through. So, if you're not getting it, it could mean absolutely nothing, but on the other hand, it could mean that your story/article isn't making it through for some reason or another.
If you send your stuff to felicia@neopets.com, you probably won't get an auto-response... although I did once, for some reason.
