It's pretty good! Nonetheless, the Art Gallery is dominated by colored pictures. Comics must have a good punchline and good art to be published in the NT. If your friend can make a nice colored picture, I'm sure she can create Art Gallery-caliber material!

She's very appreciative of constructive critisisim.

It's not bad, but it's an exact copy of an already-existing Neopets pose. If you wanted exactly what's on the site, then you might as well just print out the official pic. The fun of drawing is coming up with your own stuff, your own poses and expressions and settings and character quirks- not falling back on 'safe' things that have already been done. Don't be afraid to try new things! And keep drawing, the more you draw, the more you'll improve, but don't be limited to just one style, pose, or subject matter. You also have to expand and try new things once in a while, it's a part of artistic growth. There's really nothing here to critique, as none of it really represents how YOU draw. Come back with some original stuff, and we'll be able to help you much more. So don't give up, and keep drawing!
