When submitting them, should we send the comic (as in copy and paste the actual strip into the e-mail), the URL (upload it to any image host and send the URL) , or send it as an attachment? Same goes for submitting to the Art Gallery. Might be a silly question, but I need the answer.

I'm not a staff member, but do you mind if I answer the question...? This is what you get from the auto-response from Donna about the Art Gallery: This is a quick note to let you know that we have received your email to the Art Gallery. Sorry this is automated, but I really cannot reply to everyone individually. Please double check that you included your image as an attachment, or you included a url to your image as well as your username and a title for the picture. If you forgot your username, title or the image, please resend everything in one email. I don't seem to have one of the auto response e-mails from the NT, but it says basically the same thing. So, in conclusion, either one works. I myself have always sent my comics and artwork as attachements.

I don't rather your email program does this but when I send like a comic as an attachment its shows up as a image in the email.
