Hi! And welcome to CERAC! This is a place where you can come to adopt a Cyber Elf and help the Elves and us researchers alike.
In-depth explanation:
To adopt a Cyber Elf, just ask for the kind you want! There's a list of Elf types to choose from around the middle of this post. Well, several lists, all in spoiler boxes. The first Elf is free, and comes with some E-Crystals, and an E-Crystal generator. (The generator isn't the most efficient, but hey, we've got to give the adopters a way to get the EC some how.) At the moment, we only give out Elves in their baby stage, so don't worry if their eyes stay closed and they can't say anything other than 'Mi mimimi' at first.
It generally takes at least a couple days worth of crystal for a Cyber Elf to get to it's next stage, with each stage taking more crystals than the last. The free E-Crystals will generally be enough to get your Elf up from a baby to a toddler, but it will vary depending on what type of Elf it is. Don't worry about over-feeding, either; they'll eat until they can grow no more.
And if you want one of your Elves to stay small, just keep your E-Crystal stash where they can't get to it. Bear in mind that once they grow up, they don't grow back down.
We will only give out one Elf to the same account per day, tops. Some Elves we won't give out at first because of how many we have, or how dangerous they are. Also, at the time being, we'll only allow, oh... three Elves per person, though that might change in the future.
((Note: Elves can be adopted for characters. However, you will still only be able to get one per day for your account, max.))
One more thing: There are so many Elves wandering around that we're having trouble rounding them all up. If you want to help some more, just ask and we'll give you an Elf Vacuum! (Yeah, you heard me.) If you see a loose Elf, just point the tip at it, turn it on and SHOOP! The Elf will automatically be transferred to CERAC. We'll give you E-Crystals for it, too!
Bear in mind that there are some Cyber Elves that are allowed to be outside. If you suck one of those up, we'll just release it again and you won't get anything for it. If it's talking with other people instead of flying around randomly, then it's probably allowed to wander around.
We hope that will take good care of your Cyber Elf, and that you will get along well.

Q: How many E-Crystals does it take for my Elf to grow up?
A: Because I don't list the E-Crystals, there is no definitive number. If you want to get an idea of a number, look here. (Note that in that game it took forever to get enough crystals to evolve the Elves. Capcom adjusted the ratio to be more fair in later games.) In terms of time, you should have enough crystals to evolve the Elf to its second form when you first get it, and you'll probably have enough to move it to it's third form a day or two after that.
Q: Do I have to worry about overfeeding my Cyber Elf?
A: No. They'll stop themselves before they eat too much.
Q: So i get an E-Crystal generator with my first Elf, right? How does it work?
A: The generator collects energy from the atmosphere, which it condenses and contains in the form of tiny little green crystals. Once the crystal is formed, gravity pulls it into a (rather large) compartment on the bottom, from which you can take out the crystals and give them to your Elf. The generator isn't the most efficient, as it also needs to gather energy in order to run, but hey, it works.
Also, you can get more E-Crystals by getting one of our special vacuums and using them to round up the loose Cyber Elves.
Q: How does the vacuum work?
A: In terms of how you use it, just point it at the Elf you want to suck up and flip the switch. In terms of how it functions, it's like a normal vacuum, but with something extra that transfers these little digital entities to our facility.
Q: How do I tell which Elves to suck up?
A: Drop by the Taco and look at my posts. A lot of the time, there will be a few Elves flitting around in it that have nothing to do with the topic, nor do they even talk to or interact with other people. Suck of those Elves. You'll get E-Crystals as a reward.
Q: Do Cyber Elves float around?
A: All. The. Time. Even as babies they float to get around.
Q: What ability does my Elf have?
A: Check the list to see. If it's not mentioned there yet, you'll have to wait until it shows it's ability to know.

A: Er... Sorry, that's not how it works. Canonically, the Elves' abilities are already coded into the Elf when it is born, even if it doesn't know how to use those abilities yet, and those abilities can't be reprogrammed. Non-canonically, I make sure already know what the ability is before I put the Elf up, I just don't tell you what it is right away. However, if you have an idea for an Elf (ability) that hasn't been added to the list yet, feel free to contact me.
Q: What gender is my Elf?
A: That's another thing that you can't tell until it gets past its baby stage, so you'll generally have to wait. Also, bear in mind that some Elves, namely animal-like Elves, look about the same no matter which gender they are.

A: I already mentioned this, but if you just got it, the E-Crystals I gave you are probably enough. After that, ohh... I'd say the equation is roughly (1 day) x (current stage) after each stage. Example: One day to get from stage one to stage two. Then two more days to get from stage two to stage three.

They are able to live in the NTWF because of a layer of Cyberspace that overlaps and intermingles with the rest of the magic and spacial fabric of our world. However, they are mostly restricted to that Cyberspace, so their interaction with the rest of the world is limited.
Cyber Elves were made in order to help people, and they have lots of different abilities depending on what kind they are. As they grow, their abilities do too, and they are able to affect things more strongly.
In order to grow, they need to eat something called E-Crystals. They appear to be able to eat other things, but E-Crystals are what nourishes them. Once they've eaten a certain number of E-Crystals, they will grow to their next stage, and their next level of strength.

Note: A Charity Elf can only copy from three elf types (e.g. Nurse, Animal, Hacker – not Dark). What types it can copy seems to vary from Elf to Elf.
Dark Elves are dangerous! They can have powerful abilities, even in their baby stage. In terms of personality, some may actually be evil. Others may simply not allow anything to get in the way, no matter how innocent their intentions may be.
