Well, Zari was able to keep all eight of the clones because they count as scientific experiments, with potential weapons development. And now since they're registered 'Fleet members they count as her roommates. The other three of us (Ice, Amnei and me) were able to get ours due to a loophole involving conducting experiments under the supervision of a scientist. The rules for animals as pets only allow a few pets, with health requirements, and some restrictions on what kind of animal it is. I'm not sure how bears fit in. Spacefleet may need to update, or at least clarify, some of the rules.
