My personal commentary on this, reading over the suggestions, is to back off of making it a matter of rules/allow and disallow.
The thread is not the property of any one person. A day set aside where you wish to avoid battles and so forth is great and something I can agree with and get behind. But forcing everyone to abide by it may not sit well with all. And telling people that some of their OCs are not allowed or permitted because of past events or drama is rather harsh.
Keep up the idea, and the event, and make it monthly, sure. But do not deny or get uppity or cause a problem if others decide they do not wish to participate in that way or manner. You have a choice of ignoring any aggression and allowing your own characters to remain peaceful even amidst pending conflicts. As well, perhaps some people would like to use their more villainous or previously fight-based characters in a peaceful way. A voluntary armistice day all around, but not one mandated by rules or a mob of forumers.

Forcing people to not use certain characters every month could go sour, depending on how it's handled. So a general guideline to try not and cause drama, and not a "you can't cause drama or else," which, well... yeah. Could cause more drama. The only problem I see then is if someone decided to troll around and try to prompt fights on Peaceful Day, under the assumption that no one will stop them, but I think most of us are smart enough not to do that. Speaking of that, though, I think if some IC matters were really bad enough to cause drama for the RPers themselves, said RPers should know to speak up (preferably in a calm and friendly manner) and let people know that no, they really don't want to RP that right now... and if problems arise from that, then bring it up to a mod. *shrug* Just use common sense, really.

Yeah, that's pretty much what I'm getting at. Like I said, I fully understand the desire for all this and everything and think it's an awesome idea. Totally get props from me on it. It's just that it tends to be a bad road to start down when it tends to be more "disallow" and so forth. If someone tries to troll around and genuinely start trouble/rile things up, well... it's hard to do that when you're doing it on your own, people can altogether ignore the offending posts, and that kind of attitude would generally be talked over with the person anyway. But like you said, most people wouldn't really try to do that.
And as these OCs tend to change and develop over time, I can really imagine some people wanting to use a Peaceful Day as part of a more dramatic/villainous' character overall development (such as maybe someone wanting to distance a character from that role). Kaizer (my own alternate personae) would be one of those. He's a tad aggressive, can be thought of as anti-hero/villain sort and be sure to mix things up some days, but would show up in a Peaceful Day setting and cause no problem whatsoever. It's just the kind of character he is.
