Do you have any tips for my poor guild?
Our situation is tough. Nine members active out of 36, no leader, and services no one does. Most of the members are in denial or gave up Neopets or the topic Hamtaro. No one dares change guild location or quit.
What would you do with these requirements and admin powers?

Oh, that's almost the same as me. I CAN'T do anything in my guild because I'm too young. And we only have like 25 members.
EDIT: And I don't dare leave because my best frien'ds in it ^_^

Why doesn't your guild get a forum/chat board elsewhere? That way younger members can chat. I got mine at www.groupboard.com.

My guild has 23 members and is slowly becoming inactive too. You should try and get everyone to become active members. Its fun when everyones posting and you can check the message boards everyday. My guild has about...hmm...6 active members right now. It really stinks and I'm trying to get more active members. What attracts people is freebies, contests with large prizes, a lot of money in the guild bank, tons of members, etc. They want a popular guild. Still, being in a small guild can be fun. Try making new layouts for each month and having contests that will earn the guild nps AND give members some fun. Advertise too, in your shop, petpages, lookup, message boards, website, everywhere. You could even add a signature to your emails about your guild.

I had to threaten the guild that I was leaving to post interesting topics, although it affected the front page... (I also got free council position, but I got council powers and poll powers)

Well, sometimes guilds die out. If you really want to bring it out of the dark ages, though, start a give-a-way and a whole bunch of contests and really try to get the members pumped up. If there is no leader, then you could make a new guild (tell the other members, of course!) If that doesn't work, well, join NTAG!

Don't try to get members who are losing interest to come back. If they ever want to come back, they'll do it themselves, ortherwise efforts are fultile. And having a 1:3 ration of active to inactive members isn't bad - better than NTAG's ratio even.
Instead, try to get new members to add new vitality to the guild. The best way to do this is to find a way for a bunch of Hamtaro fans to learn about the guild. Unfortunately the guild spotlight is no more, and you know better than I do where there are Hamtaro fans, so that's your mission.
Getting an article published in the Neopian Times will also get you some members, especially if your guild is relevent to your article. I don't think Neopets will allow a Hamtaro article, but if your article on guilds from another board got in I'm sure you would get at least a few great new members.
If NTAG suspended all of it's activities and just had the message board, I'd still be there, active, and enjoy. Community is the most important thing for a guild. While activities/contests are fun, I think hanging out with others with similar intrests is the greatest part of a guild.
EDIT : Unless the other guild members really want a new activity/contest for fun and not to resurrect the guild, don't rely on it to keep the guild from dying. Members are the most important part of a guild
If you hand out freebies, you'll definitely get more members, but they will be inactive members. An idea for getting the attention of a lot of Hamtaro fans is to make a website - spend a lot of effort on it to make it really good and informative - and register it with Google. That will help.
And also, I did a little googling on Hamtaro myself, and maybe you could jump-start a conversation on the guild message board by starting a topic like "How about designing a new Hamtaro" thread - starting with your own new Hamtaro's description. It could also be an activity, but from my experience it will probably work better if you just put it on the message board and see if it's a popular thread - then collect them all on a website somewhere and keep it as an option for other members to always add their Hamtaro via guild message board.
I have no idea how an alliance would help any.
In short, just try to get an active message board going - don't be afraid to discuss things in "real" life or whatever within the rules of Neopets you have a compulsion to discuss.
